Belated win for coastal protection in Spain

Environmentalists have won a decade-long battle to halt construction of a mega-hotel in one of Spain's largest coastal protected areas. However, the conflict between tourism and conservation is far from over.

It was a clear win for environmentalists when Spain's highest court ruled the construction of a mega-hotel 'illegal'.

Just 14 meters away from El Algarrobico, a pristine beach of Cabo de Gata in southern Spain, the hotel - with its 21 floors and 411 bedrooms - stands vacant.

Its construction in the province of Almeria was dubbed one of Spain's biggest environmental scandals.

The Spanish Supreme Court recently declared the area environmentally protected and has banned construction. Environmentalists have hailed the decision a great success. But, the victory may have come a bit late.

A decade of confusion

"The countdown for the demolition of the Algarrobico's hotel has finally started," said Andalusian environment minister José Fiscal.

His triumphant announcement comes after years of backtracking and legal ambiguity with many locals holding the regional government responsible for the whole fiasco.

It all began in the 1980s, when construction of the hotel was first licensed. Then, the coastal area was not protected. But by the time construction began in 2003, that had changed and building was prohibited.

It wasn’t until 2006 that a local court first ordered an immediate halt to building. But the national environment ministry and the regional government of Andalusia failed to react to the ruling.

Then in 2012, the high court of Andalusia declared the hotel illegal and called for its demolition. But two years later, the court reversed its decision. The hotel was legal and building free to restart.

Now, 10 years after works were halted, Spain's Supreme Court has finally given the green light for its demolition.

The price of the victory

Tearing down the huge edifice will cost an estimated 7 million euros. The national and local government are to split the bill.

There is also the outstanding question of compensation for the hotel’s owners – who are demanding around 70 million euros.

Locals feel they too have lost out financially.

While environmental groups have long fought the hotel, it has always had majority support in the area – mainly for economic reasons.

"Once it was already constructed, it would have been best to make use of it," said Salvador Hernández, mayor of the nearby village of Carboneras.

Hernández argues the hotel would have brought much needed jobs to the village. "Instead, the people – through taxes – will pay for its demolition, and the consequences," he told DW.

Hernández believes the local community has emerged the biggest loser from a debacle that put Carboneras on the map for all the wrong reasons.

"Our village may be outstanding for many reasons, but our image has been destroyed by this scandal," he lamented.

An uncertain future

And the construction that has loomed over Algarrobico for more than a decade will not disappear overnight.

The demolition is expected to produce around 60,000 cubic meters of waste, of which at least 40,000 cubic meters must removed and dumped. The remainder is to be used in the area’s recovery

Greenpeace at least sees an upside to this logistical challenge.

"The demolition work would bring around 400 new jobs," said Pilar Marcos, head of Greenpeace Spain’s coastal campaign.

"98% of the materials could be recycled. Moreover, it represents a new opportunity for sustainable tourism."

What the beach will look like once the process is over remains an open question. Whether it will be restored to its natural state – or become the site for new tourism services has yet to be decided.

According to WWF, tourism is one of the main causes for biodiversity loss in the Mediterranean region. Sea beds, coastal landscapes and marine dynamics are all at risk.

Spain is one of the world’s best-loved tourist destinations. In 2014, it was ranked third in the world for numbers of foreign tourists by the United Nations Tourism Organization.

But threats to environment from tourism are a problem the world over, with Mexico, China, Ecuador, Indonesia and Nepal just a few of countries where vacationers put the landscapes they come to enjoy at risk.

Bagan ban: Myanmar stops tourists scaling prized pagodas

Yangon (AFP) - Visitors to Myanmar's ancient capital Bagan will no longer be able to climb the venerated pagodas for a view of the country's most famous archaeological site, following a government edict railing against "disgraceful" tourist behaviour.

The ban, which starts March 1, will end the daily ritual that sees hundreds of tourists and local pilgrims scaling the ancient structures to watch the sun set over a vast plain dotted with more than 2,500 Buddhist monuments.

Myanmar's Ministry of Culture said the move would protect the buildings, considered holy sites by many locals, while also averting potential danger for those climbing.

"Furthermore, despite warnings, people who climb the pagodas often behave badly, in a way that is culturally disgraceful such as wearing inappropriate clothing, dancing and sleeping (on the monuments)," the ministry said in a post on its official Facebook page.

"We would like to announce that no one will be permitted to climb on the pagodas for any reason from March 1 onwards," it concluded in the statement published on Monday.

Built between the 10th and 14th centuries as part of a powerful early kingdom, Bagan's temples are deeply revered in the Buddhist-majority nation and are also one of the country's most popular tourist destinations.

After years in the wilderness under an isolationist junta, Myanmar was quickly embraced as a hot choice for holidays after outright military rule ended in 2011.

The country began appearing on lists of must-visit destinations, often accompanied by bird's eye view images of Bagan's pagodas scattered across a mist-drenched landscape.

Even the Ministry of Tourism has declared that "a panoramic view of this land at sunset will leave you with a lingering sense of awe and wonder".

According to its figures, nearly half a million foreign tourists, including package tourists and independent travellers, arrived through Myanmar's main city gateway Yangon last year, more than double the number in 2011.

Many make a beeline for Bagan, a trend that is expected to continue despite the new rules.

"Bagan can offer other pleasures for tourists," said Naung Naung Han, of the Union of Myanmar Travel Association, which represents private tour operators.

But he said those not able to climb the structures to see a sunset at Bagan would be missing out.

"For a foreign tourist, such an experience could be an unforgettable moment in their life," he told AFP.

Tour operator Phyoe Wai Yar Zar, who heads the Myanmar Tourism Marketing industry group, said there was likely to be an impact on business.

"Tourism is a way to display our cultural heritage and this news of a ban in the way heritage is shown will affect the tourism business," he told AFP.

Myanmar is eager to see Bagan designated as a UNESCO world heritage site.

But experts say haphazard renovation work on some of the temples under the junta, including building hundreds of new structures over ancient foundations, has irreversibly damaged the landscape.

Russia vows to ensure Damascus observes ceasefire: Putin

Moscow (AFP) - Russia will do "whatever is necessary" to ensure that Damascus respects a Syrian ceasefire agreement that Moscow and Washington say will take effect on February 27, President Vladimir Putin said Monday.

"We will do whatever is necessary with Damascus, with the legitimate Syrian authorities," Putin said during a televised address after speaking by phone with US President Barack Obama.

"We are counting on the United States to do the same with its allies and the groups that it supports."

Putin said the United States and Russia were "ready to put in place an effective control mechanism" to ensure respect of the ceasefire, adding that a "direct line of communication will be created as well as, if necessary, a working group to exchange information".

"Finally a real chance to bring an end to the years of bloodshed and violence is emerging," Putin said.

The Russian president said the ceasefire agreement had come out of "intense work by teams of Russian and American experts", made easier by the "positive experience" of a US-Russian deal on the dismantling of Syria's chemical weapons arsenal, signed in September 2013.

"All fighting groups should confirm to us, or to the United States, their commitment to this truce," Putin said of the deal signed between Moscow and Washington on Monday.

"The Russian and American militaries, together, will define the territories on which these groups are operating. There will be no military operations against them."

But "with regard to the Al-Nusra Front, the Islamic State and other terrorist groups recognised as such by the UN, a ceasefire is totally excluded. The strikes against them will continue," he added.

Russia and the United States said in a joint statement that the partial truce would come into force at midnight Damascus time on Saturday (2200 GMT Friday).

We gave you another prophecy years ago. No one is going to be able to sit on the fence in the new energy. There is no government that can sit and watch, because they will all be involved. They're going to have to make the decision to fight the darkness or not. And if they do not fight the darkness, they will then be vulnerable to the dark army. We told you this information years ago. All governments on this planet will eventually be involved in eliminating the dark army. So when the dark army beats on the beehive, those who have been sitting on the fence will be ripped off and will see light and dark and must make a decision. The dark army, by its very actions, is seeding its own destruction. It does not understand light. It only understands one thing: Fear. This represents a very old energy. It goes like this: "If you can make people afraid, you will win any battle." This is an old energy consciousness, and there is truth to it, if you're a victim. If you're a transmitter of light, it won't affect you. You'll know better.

Funding is the Grease of the Engine of Darkness

Everyone on the planet will have to get off the fence in order to eliminate the dark army. Now we have told you before how to do it. And politicians will roll their eyes. Those on the inside of government who know how things work will roll their eyes. You can eliminate the dark army without death. The very thing they're afraid of losing, you can take from them now. Money! How does a dark army work when they can't eat? How will they function when they have no weapons? I guarantee you, even the darkest member of a dark army will go home if they're not fed, or there's no one around to organize them because the leaders are hungry and left. It's impossible, some say. The money is coming from unknown sources, they say. Let me tell you something. No, it isn't. It is coming from very known sources. Much of it comes from the resources of conquered land, but not all. They will start losing their land soon, so they will need funds all the more. If the sources of their income were totally exposed - there are those listening who need to hear this - if the sources of their income were totally exposed, it would make a big difference to the public, who would be shocked.

Let me talk to politicians. You regularly sit across the table from those who are from other countries and who are allies. They smile at you as they fund the dark side. After all, there is money to be made with war! This has been the way of it for years. But this won't last long. Politician, when it's found out that you knew about it, you are the one who will be held responsible. You didn't do anything about it.

I want to talk to Americans, because my partner [Lee] is an American. I'm going to tell you something now, and you're not going to believe it. Many of your hard-earned tax funds are finding their way to the dark army! And there are those within your government who know it. I'll give you an answer as to what to do about it in just a few words: International transparent forensic accounting. International transparent forensic accounting! It is time to clean up the funding of the dark, and kill their ability to make war.***

I have a warning for any of those in leadership who know about where the money is coming from, and are not doing anything about it. Your leadership days are numbered. The light is going to expose it and you will lose. Why not get on the right side of the fence now?

Is this too high-minded? Is this too simple? To think that the world could come together and pull the rug from under the darkness where they sit and the cocoon of money that they're in - could this actually happen? Watch for a wild card! [Kryon chuckles again.]

If you did this, would it change the kind of attack you had in Paris? After all, that wasn't an army at all, but just a few. The answer is yes - for the few answer to the many and were trained by the many. They saw the many as an established core to work from. Without the core, there is no purpose. The few are then on their own, without anything backing them up.

It's up to you listening, not the ones in this room. The ones listening and reading later may not even be into Kryon or channeling, but they hear this and know I'm right. This is not a dark message. It's a light message! The beginning is here. Things are changing. You are witnessing the change as we speak.

There'll come a day when you will never see this happen again, these organized groups of evil. This is the joyful message I have for you today. History will remember these times when the world finally got together and realized where they were going. It is tough now. It changes the paradigm of existence. Lives, governments and business will all start to understand the battle is here and is theirs to win. What is your reaction?

Kipling to Jinnah: Mumbai's crumbling colonial homes

Mumbai (AFP) - Hidden behind a blanket of trees at the back of a university in Mumbai lies the dilapidated, but once grand, former home of writer Rudyard Kipling.

Fallen branches, discarded chairs and even empty whisky bottles surround the 19th-century building, while bird droppings mar a bust of Kipling, author of such beloved novels as "The Jungle Book" and "Kim".

"The bungalow is in very bad condition and needs desperate help," the college's principal, Rajiv Mishra, tells AFP.

"We feel cheated that such a beautiful monument has been neglected," he adds, pointing to a rotting wooden post, precariously supporting the historic property in south Mumbai.

The "Kipling Bungalow", as locals affectionately call it, is one of several mansions in the teeming Indian city, once associated with famous residents but now in ruin.

Nearby stands the former colonial home of Lord Harris, an ex-governor of then-named Bombay, widely credited with making cricket the most popular sport in India.

The gothic building housed school classrooms until four years ago, when pupils were moved out because the crumbling structure had become too weak and hazardous.

A few kilometres away in plush Malabar Hill sits the previously imposing residence of Mohammad Ali Jinnah, the founder of Pakistan and its first governor-general.

The stately home hosted critical talks between Jinnah and India's first prime minister Jawaharlal Nehru on partition of the subcontinent, but today its downtrodden appearance belies its historical significance.

Red tape

Heritage campaigners lament the demise of such buildings, blaming red tape and claiming politicians and developers are more concerned with constructing sparkly new luxury towers than preserving Mumbai's architectural history.

"The Kipling Bungalow is just a very sad reflection of bureaucratic hurdles... creating the death of a historic building," renowned architect Abha Narain Lambah, who specialises in conservation, told AFP.

The wood and stone structure, its green paint peeling, is situated on the grounds of an art school, whose first principal was John Lockwood Kipling, Rudyard's father.

Built in 1882, 17 years after Rudyard was born, the house was home to Lockwood Kipling and subsequent deans until the early 2000s, by which time it had sunk into such disrepair that it was rendered uninhabitable.

"We feel that Lockwood must have had Rudyard stay here and write so we call it the 'Kipling Bungalow'," explains Mishra, who wants the Maharashtra state government to restore it without delay.

He says officials plan to turn the building into a gallery exhibiting students' work and that of decorated artists, and have issued a tender for the contract.

The building has been caught in a tug-of-war between the college and the government for years over what its restoration should look like, but Mishra hopes renovations will finally start in around six months.

Maharashtra culture and education minister Vinod Tawde failed to respond to repeated AFP requests for comment on the issue.

A short walk away, work has already begun on the former Mumbai residence of batsman and acclaimed cricket administrator George Harris, who was governor of the city from 1890-1895.

Harris captained England and during his tenure on the subcontinent "did much to lay down foundations for the expansion of the game in India", according to Cricinfo website.

A Mumbai inter-schools cricket tournament called the Harris Shield is testament to his legacy, but his former home was allowed to come close to collapse before long overdue maintenance work started.

The three-storey mansion, part of a public school, was out of use for three years until renovation began in June, and presently stands gutted, surrounded by bamboo scaffolding.

"It was basically falling apart and became too dangerous to be inside," the school's principal, Mohan Bhogade, told AFP.

Jinnah dispute

In arty Kala Ghoda district, a 147-year-old mansion, formerly the resplendent Watson's Hotel, frequented and written about by Mark Twain, is a ramshackle shadow of its former glory.

Now called Esplanade Mansion, it shows no signs of being restored despite ten years having passed since it was placed on a global list of endangered monuments by the New York-based World Monuments Fund.

Watson's, completed in 1869, is believed to be India's oldest caste-iron building and was the hotel of choice for colonialists and visiting dignatories during the British Raj.

Accoring to legend, the hotel went into decline after Indian industrialist Jamsetji Tata built Mumbai's iconic Taj Mahal Palace because he was denied entry to Watson's, which had a "Europeans-only" policy.

Today the crumbling structure houses a medley of dark cubbyhole offices. A lack of funds and arguments between tenants and city authorities have been cited as contributing to its descent into ruin.

"The idea of heritage has just evaporated," says Naresh Fernandes, author of "City Adrift: A Short Biography of Bombay".

AFP contacted a number of officials at the Brihanmumbai Municipal Corporation, regarding the Watson's Hotel and the Harris building, but none were available for comment.

Jinnah's house has been embroiled in a long-running legal dispute over ownership between his daughter, India and Pakistan. It lies empty in thick forest behind a padlocked gate.

Lambah doesn't believe the buildings owe their dilapidation to any sort of colonial antipathy, citing well-maintained British-era relics like the Bombay High Court and the former Victoria Terminus train station.

"It's just sheer neglect and bureaucracy," she says.

Nike axes Pacquiao over gay slurs - official

US sports equipment giant Nike on Wednesday axed Manny Pacquiao after he described gay couples as "worse than animals", slamming the Filipino boxer's remarks as "abhorrent."

A Nike statement said the company had severed its ties with Pacquiao, who triggered a firestorm of controversy with his comments to a Filipino broadcaster earlier this week.

"We find Manny Pacquiao's comments abhorrent," a Nike statement said.

"Nike strongly opposes discrimination of any kind and has a long history of supporting and standing up for the rights of the LGBT community... we no longer have a relationship with Manny Pacquiao."

Devout Christian Pacquiao, 37, had issued an apology soon after the controversy erupted.

"I'm sorry for comparing homosexuals to animals. Please forgive me for those I've hurt," Pacquiao said in a video post on Instagram, his arms crossed.

Pacquiao, who is running for a seat in his country's Senate, said he was not condemning homosexuals but was standing by his conservative Christian faith.

"I love you all with the love of the Lord. I am praying for you."

Pacquiao told television station TV5 earlier this week: "It's common sense. Do you see animals mating with the same sex? Animals are better because they can distinguish male from female."

"If men mate with men and women mate with women, they are worse than animals."

Pacquiao's comments were greeted with revulsion in the United States, where same-sex marriage is enshrined in law following a historic Supreme Court ruling.

Jason Collins, the first openly gay athlete in the NBA, dismissed Pacquiao as "bigoted."

"I lost all respect for you," Collins wrote on Twitter. "Bigoted people like you (& yes you are one) should never hold an office in politics."

Pacquiao's long-time rival Floyd Mayweather -- who outclassed the Filipino in their money-spinning mega-fight last year -- also took aim at the remarks.

"We should let people live their lives the way they want to live their lives. To each his own," Mayweather was quoted by TMZ Sports as saying.

Gay marriage is outlawed in the Philippines due to strong opposition from the Catholic Church and 80 percent of the country's 100 million people subscribe to the faith.

Gay marriages are officiated at small churches but are not recognised by the mainstream church or the state.

Pacquiao's remarks angered some of his compatriots, with the country's most popular gay comedian, Vice Ganda, urging his 6.7 million Twitter followers to "#PrayForMannyPacquiao".

"Some people think they can judge people, like God, just because they've attended a prayer meeting and read the Bible," he said.

Singer Aiza Seguerra, who recently married her actress-girlfriend, called on Filipino voters to boycott Pacquiao, who is also preparing for his last boxing fight in April, calling him an "ignorant, bigoted hypocrite".

"You might have done our country proud but with your statement, you just showed the whole country why we shouldn't vote for you," Seguerra said in a post on Instagram.

Old souls, let me tell you something. If you are old enough, and many of you are, you have been everything. Do you hear me? All of you. You have been both genders. All of you have been what I will call between genders, and that means that all of you have had gender switches. Do you know what happens when it's time for you to switch a gender? We have discussed it before. You'll have dozens of lifetimes as the same gender. You're used to it. It's comfortable. You cannot conceive of being anything else, yet now it's time to change. It takes approximately three lifetimes for you to get used to it, and in those three lifetimes, you will have what I call "gender confusion."

Pope, patriarch urge Christian unity at historic talks

Havana (AFP) - Pope Francis and Russian Orthodox Patriarch Kirill called in a historic meeting Friday for restored Christian unity and urgent action to help Christians threatened by violence in the Middle East.

"For nearly one thousand years, Catholics and Orthodox have been deprived of communion in the Eucharist," they said in a joint declaration signed after talks in Cuba.

"We are pained by the loss of unity, the outcome of human weakness and of sin."

It was the first meeting between the heads of the Eastern and Western churches since the great schism of 1054 when the churches split apart, with the Eastern church rejecting the authority of Rome.

"Mindful of the permanence of many obstacles, it is our hope that our meeting may contribute to the re–establishment of this unity willed by God," the church leaders said.

Their meeting was driven by rising violence in recent years in the Middle East, where Christian communities have suffered violence at the hands of extremists.

"We call upon the international community to act urgently in order to prevent the further expulsion of Christians from the Middle East," they said.

"In many countries of the Middle East and North Africa whole families, villages and cities of our brothers and sisters in Christ are being completely exterminated," they went on.

"We wish to express our compassion for the suffering experienced by the faithful of other religious traditions who have also become victims of civil war, chaos and terrorist violence."

The 79-year-old Francis, in white robes and a skullcap, and Kirill, 69, in black robes and a white headdress, earlier kissed and embraced before sitting down smiling for the historic meeting at Havana airport.

Between them, they are the spiritual leaders of more than 1.3 billion Christians.

"At last we meet. We are brothers," said the pope as he met the white-bearded Orthodox leader. "Clearly, this meeting is God's will."

Church diplomacy

The meeting on neutral ground -- hosted by the communist, atheist Cuban leadership of Raul Castro -- was decades in the planning, with the final obstacles swept away by the pope's determination and global politics.

"I just wanted to embrace my Orthodox brothers," he said in an interview this week.

But he also framed the encounter in a broader context of engaging Russia, saying Moscow could be an important partner for peace in the world.

Francis has twice received Russia's President Vladimir Putin at the Vatican. The Russian leader has clashed with other powers recently over the conflicts in Syria and Ukraine.

The Orthodox Church's refusal to accept the primacy of the Roman pontiff has long been the primary barrier to a rapprochement between the Roman Catholic and Orthodox churches.

Now there are also tensions over the perceived evangelism of the Catholic Church in Eastern Europe.

The conflict in Ukraine has pitted Ukrainian Catholics loyal to Rome against separatists who are mostly Russian Orthodox.

Meanwhile, violence by armed Islamist groups has surged in the Middle East and North Africa.

"The international community must undertake every possible effort to end terrorism through common, joint and coordinated action," the declaration read.

"We exhort all Christians and all believers of God to pray fervently to the providential creator of the world to protect his creation from destruction and not permit a new world war."

The church leaders warned against the rise of secularism and said European integration must respect religious identities.

"While remaining open to the contribution of other religions to our civilization, it is our conviction that Europe must remain faithful to its Christian roots," they said.

Francis left after the meeting for a tour of Mexico, while Kirill continued a visit to Cuba, Brazil and Paraguay.

Francis's arrival in Mexico was set to be a luminous affair, with hundreds of thousands of well-wishers expected to line the 12-mile (19-kilometer) route from the airport to the Vatican ambassador's residence in Mexico City.

Believers planned to light up the road Francis's popemobile will travel with their mobile phones or hand-held torches, creating what local organizer Roberto Delgado described as a "wall of light and prayer."

“.   New Tolerance

Look for a softening of finger pointing and an awakening of new tolerance. There will remain many systems for different cultures, as traditions and history are important to sustaining the integrity of culture. So there are many in the Middle East who would follow the prophet and they will continue, but with an increase of awareness. It will be the increase of awareness of what the prophet really wanted all along - unity and tolerance. The angel in the cave instructed him to "unify the tribes and give them the God of Israel." You're going to start seeing a softening of intolerance and the beginning of a new way of being.

Eventually, this will create an acknowledgement that says, "You may not believe the way we believe, but we honor you and your God. We honor our prophet and we will love you according to his teachings. We don't have to agree in order to love." How would you like that? The earth is not going to turn into one belief system. It never will, for Humans don't do that. There must be variety, and there must be the beauty of cultural differences. But the systems will slowly update themselves with increased awareness of the truth of a new kind of balance. So that's the first thing. Watch for these changes, dear ones. ...."
