Tunisia scraps ban on Muslim women marrying non-Muslims

Tunis (AFP) - Tunisia has abolished a decades-old ban on Muslim women marrying non-Muslims, the presidency said Thursday.

"Congratulations to the women of Tunisia for the enshrinement of the right to the freedom to choose one's spouse," presidency spokeswoman Saida Garrach wrote on Facebook.

The announcement comes a month after President Beji Caid Essebsi called for the government to scrap the ban dating back to 1973.

Until now a non-Muslim man who wished to marry a Tunisian woman had to convert to Islam and submit a certificate of his conversion as proof.

Human rights groups in the North African country had campaigned for the ban's abolition, saying it undermined the fundamental human right to choose a spouse.

Tunisia is viewed as being ahead of most Arab countries on women's rights, but there is still discrimination particularly in matters of inheritance.

Indonesia executes foreign convicts despite protests

Cilacap (Indonesia) (AFP) - Indonesia Friday executed four drug convicts, three of them foreigners, by firing squad, an official said, drawing swift condemnation as Jakarta pushes on with its tough campaign of capital punishment.

Ten others expected to have faced the firing squad, including nationals from Pakistan, India and Zimbabwe as well as Indonesians, were not put to death but officials said they would be executed at a later stage.

Authorities did not give a reason for the reprieve, but the prison island where they were expected to be executed in outdoor clearings was hit by a major storm as the other sentences were carried out.

The executions, which saw an Indonesian and three Nigerians face the firing squad, were the first in the country since April last year when authorities put to death eight drug convicts, including two Australians.

President Joko Widodo has defended dramatically ramping up the use of capital punishment, saying that Indonesia is fighting a war on drugs and traffickers must be heavily punished.

Noor Rachmad, deputy attorney general for general crimes, said the latest executions were "done not in order to take lives but to stop evil intentions, and the evil act of drug trafficking".

He added that "the rest (of the executions) will be carried out in stages", saying that the timings had not yet been decided.

Amnesty International condemned the executions, with the group's Rafendi Djamin labelling them "a deplorable act".

"Any executions that are still to take place must be halted immediately. The injustice already done cannot be reversed, but there is still hope that it won't be compounded," he said.

The UN Secretary-General Ban Ki-moon and the European Union had also voiced opposition to the plan in recent days.

Friday's executions, which happened at 12:45 am (1745 GMT Thursday), came after a day of frenetic activity, with distraught relatives travelling to Nusakambangan island to say farewells to their loved ones and ambulances carrying coffins over to the heavily guarded penal colony.

Execution drive

The executed Indonesian was named as Freddy Budiman, while the three Nigerians were: Seck Osmane, Humphrey Jefferson Ejike Eleweke and Michael Titus Igweh.

Eleweke's lawyer, Afif Abdul Qoyim, told AFP the execution should not have gone ahead as his client this week filed a legal appeal.

"When this process in not respected, that means that this is no longer a country that upholds the law, nor human rights," he said.

Two people whose cases had raised high-profile international concern among rights groups were not executed.

The first was Pakistani Zulfiqar Ali, whom rights groups say was beaten into confessing to the crime of heroin possession, leading to his 2005 death sentence.

Syed Zahid Raza, the deputy Pakistani ambassador in Indonesia, hailed his reprieve as a victory and said it was due to diplomatic efforts in Jakarta and Islamabad.

The other was Indonesian woman Merri Utami, who was caught with heroin in her bag as she came through Jakarta airport and claims she was duped into becoming a drug mule.

At Cilacap, the city closest to Nusakambangan, family members were initially shocked to learn on Thursday morning their relatives would be executed in a matter of hours, having initially thought it would take place a day later.

Some distressed relatives protested their loved ones' innocence, while 10 women's rights activists rallying in support of Utami were detained.

It was the third batch of executions under Widodo, and means 18 drug convicts -- mostly foreigners -- have been put to death since he became leader in 2014.

His execution drive has shocked the international community and disappointed activists, particularly as hopes were high that Widodo, seen as a fresh face in a political world dominated by figures from Indonesia's authoritarian past, would improve the country's rights record.

Israel approves entry of thousands of Ethopians with Jewish lineage

The Israeli government has approved entry for thousands of Ethiopians claiming to be of Jewish descent. Many of them have been waiting to immigrate to Israel for years.

Prime Minister Benjamin Netanyahu announced on Sunday his government had given the green light to a proposal allowing more than 9,000 Ethiopians to settle in Israel.

"Today we have taken an important decision, to bring to Israel within the next five years the last of the communities with links to Israel waiting in Addis Ababa and Gonder," Netanyahu said in a statement.

The Ethiopians in question, the last members of a group known as Falash Mura, claim Jewish ancestry even though they themselves are Christians, having converted in the 18th and 19th centuries. For this reason, they are not eligible for Israeli citizenship.

A tough life

Many of the Falash Mura have been living in transit camps for years as they waited for the Israeli government's approval. The debate over whether to let the Ethiopian minority in has been going on in Israel for decades.

Around 135,000 Ethiopians live in Israel today, though they often face discrimination and have fewer opportunities for advancement. The first round of Falash Mura immigrants were airlifted to Israel in the 1980s and 1990s, following an official decision made by religious authorities claiming they were descendants of a biblical tribe.

Israel's "law of return" gives people with Jewish heritage the right to resettle there and claim citizenship.

Johannesburg (AFP) - South Africa said Friday it will overhaul its controversial new visa regulations after the tourist arrivals fell by six percent earlier this year, the biggest decline in six years.

Introduced in June, the new rules demanded that visitors apply for visas in person at South African embassies to have their biometric information taken.

But after months of digging in its heels, the Department of Home Affairs has announced it would ease these restrictions.

"In countries where there is no South African mission, the Department of Home Affairs will receive applications, including by post, and capture biometrics of travellers on arrival at ports of entry," the government's statement said.

"To address concerns around the geographical spread of countries like China, India and Russia, certain measures will be put in place to ease the process of application, in particular for tourists."

The decision comes after President Jacob Zuma established a committee in August to investigate reports that the tourism industry had been badly impacted by the change.

Tourism Minister Derek Hanekom said in July figures for the first quarter of the year showed a "worrying drop".

According to Statistic South Africa, tourists from China decreased by 38 percent in the first quarter compared with the previous period in 2014. India was down by 13 percent.

The six-percent decline in overall tourist arrivals was the biggest fall since 2009 at the height of the global financial crisis.

The regulations still require children from non-visa-exempt countries to travel with unabridged birth certificates in addition to their passports when entering or leaving the country.

The rule has caused widespread confusion, but Home Affairs has strongly defended the measure as necessary in the fight against child trafficking.

The department is also considering the introduction of long-term multiple entry visas for frequent travellers.

South Africa is one of the leading tourism destinations in Africa, with officials aiming to attract 12 million international tourists by 2018.

Obama competing with China to secure African support

President Barack Obama of the United States, on visiting Kenya, the birthplace of his father, is competing with China for diplomatic support from African nations, according to Duowei News, an outlet operated by overseas Chinese.

Obama began his four-day visit to Kenya and Ethiopia on July 24, the first time he has visited the country as US president and nine years after he visited the country while a senator. Bloomberg's White House correspondent Margaret Talev noted that Obama on that occasion traveled to the village of Kogelo, the birthplace of Barack Obama Sr, for lunch with his grandmother and a visit to his father's grave. The senator mixed with locals and took an HIV test to encourage others to do likewise.

Obama is not visiting the village this time. Talev said the logistics of presidential travel and security concerns will keep Obama mostly confined to the capital Nairobi.

This is Obama's fourth trip to Africa after taking office and many on the continent expect the first US president from an African-American background to invest more resources into the region.

Pointing out that the combined economy of sub-Saharan Africa has doubled over the last 15 years and now stands at more than US$1 trillion, Charles Kenny, a senior fellow at the Center for Global Development, said the United States is missing out on the opportunity this dynamism presents. Africa's imports of goods equaled US$194 billion in 2013, of which the US provided US$8.7 billion — less than 5% of the total and one-third of China's share, he noted.

Kenny said US direct investment in African stocks of US$31 billion represents 13% of total stocks. However, it is growing only at half the rate of Japan's regional stock investments and one-quarter of China's from 2001 to 2012.

In Kenya, Obama calls for greater rights for gay community

During a landmark visit to his father's homeland Kenya, US President Barack Obama has called for greater rights for the gay community in Africa. Kenyan President Uhuru Kenyatta has said it was a "non-issue."

During the US president's first full-day in Kenya, Barack Obama called for greater rights for the gay community in Africa, noting that he was "painfully aware of the history when people are treated differently under the law."

"I've been consistent all across Africa on this. When you start treating people differently, because they're different, that's the path whereby freedoms begin to erode. And bad things happen," Obama said in a sign of open disagreement with his Kenyan counterpart.

"When a government gets in the habit of treating people differently those habits can spread. As an African-American in the United States, I am painfully aware of what happen when people are treated differently under the law. I am unequivocal on this," Obama said.

'Non-issue'

The subject of gay rights was a point of contention between to the two presidents at a joint press conference, where Kenyan President Uhuru Kenyatta said that for Kenyans, it was a "non-issue."

"There are some things that we must admit we don't share. It's very difficult for us to impose on people that which they themselves do not accept. This is why I say for Kenyans today, the issue of gay rights is really a non-issue," Kenyatta said.

Many Kenyan politicians are opposed to gay rights in the country, where gay sex is punishable by up to 14 years in prison.

Obama noted that for "a law-abiding citizen who is going about their business, and working at a job and obeying the traffic signs and not harming anybody, the idea they will be treated differently or abused because of who they love is wrong, full stop."

Counter-terrorism in focus

The US president also added that the US and Kenya were boosting cooperation in the fight against al-Qaeda-affiliated al-Shabab militants based in Somalia, who have launched a number of deadly attacks in the East African country, including one on Nairobi's Westgate shopping center.

"We have systematically reduced the territory that al-Shabab controls. We have been able to decrease their effective control within Somalia and have weakened those networks operating here in East Africa. That doesn't mean the problem is solved," Obama said.

"We can degrade significantly the capacity of the terrorist organizations, but they can still do damage," the US president added.

Both presidents also highlighted the deadly civil war in South Sudan and the elections in Burundi, which Obama said "weren't credible."

President Of Indonesia : We Need To Cooperate To Advance The Nation

AACC2015, Bandung – The President of the Republic of Indonesia Joko Widodo invited all representatives of the Asian and African countries to start economic cooperation in order to increase the quality of life of their people.

“The Spirit of Bandung is to advance people’s welfare. Therefore, we must cooperate,” said President Joko Widodo at the height of the commeration of the 60th Anniversary of the Asian African Conference (AAC), in Bandung, on Friday (24/4).

According to the President, the Spirit of Bandung that was agreed by the founders should be a unifier that opens every economic cooperation potential. This should be a good momentum to produce various economic agreements in order to improve people’s welfare.

Still fresh in our memory is the struggle for independence by our predecessors. At that time, all Asian and African countries experienced the impact of colonialism. The Asian African Conference fosters a spirit of togetherness that was initiated by the Spirit of Bandung, to fight colonialism.

Previously, five countries were still dreaming of gaining independence from colonialism, Sri Lanka, Myanmar, Bangladesh, India, and Indonesia. Their dream to gain independence inspired the birth of the Spirit of Bandung, the President added.

Bandung Message Signed

AACC 2015, Bandung – ndonesian President Joko Widodo, Chinese President Xi Jinping and King of Swaziland Mswati III symbolically signed the Bandung Message in the Merdeka Building in Bandung, West Java, on Friday.

The Bandung Message is one of three documents produced in the meetings held as part of the 60th anniversary celebrations of the Asian-African Conference (AAC).

The three documents are the Bandung Message, the Strengthening of the New Asian-African Strategic Partnership (NAASP) which contains an implementation framework and follow-up of the Bandung Message, and the Declaration of Palestine.

Foreign Affairs Ministry spokesman Armanatha Nasir has said China and Swaziland were selected to sign the Bandung Message along with Indonesia, based on particular consideration.

Nasir noted that China was selected to represent Asia to sign the document because it is a large and advanced country, while Swaziland was chosen to represent Africa because it is among the stable countries in the continent.

Besides the Bandung Message, the AAC also declared the document on the NAASP, and on the Declaration of Palestine which contains eight points, namely support for Palestinian independence,  appreciation of Palestine’s struggle and tenacity,  promotion of the two-state solution,  condemnation of Israel’s occupation,  condemnation of Israeli attacks,  support for the reconstruction of Gaza,  encouraging the realization of Palestine’s application for membership to the United Nations,  and pushing Asian and African countries that have yet to recognize Palesine as a country to do so. Belt and Road key to future of Africa-Asia cooperation

At the Asian-African Summit or Bandung Conference 2015 held in Jakarta, Indonesia, President Xi Jinping of China delivered a speech calling for win-win cooperation between Asian and African counties. China still has an important advantage in its huge labor-intensive industry to help Africa's developing counties develop their economies, China Securities Journal reports.

Xi said China will push for cooperation between Asian and African nations, pledging to give zero tariff treatment to 97% of categories to most developing nations which have diplomatic ties with China and will continue to offer subsidies to developing counties without any political conditions. China hopes all countries in the region can work together to on its New Silk Road Economic Belt and 21st Century Maritime Silk Road (Belt and Road) initiatives and join the Asian Infrastructure Investment Bank (AIIB), pushing for joint maintenance of regional and world peace and stability.

In 1955, representatives from 29 Asian and African countries and regions gathered in Bandung to discuss independence, peace and economic prosperity. The Bandung Conference opened a new chapter in the developing countries' struggle for national independence, economic development, social progress and a more balanced international order.

Beijing's Belt and Road initiative will explore the deeper-level cooperation potential and expand cooperation room among related countries along the routes. For developing countries, insufficient funding for infrastructure is one of the most difficult problems. The AIIB aims to make up this shortfall. So far, the AIIB has attracted 57 nations to be its founding members.

The Belt and Road will involve territory occupied by around 4.4 billion people, accounting for 63% of the world's population, with total economic output of about US$2.2 trillion, representing 30% of the world's total. The nations along the routes are mostly new and emerging economies. The Belt and Road will build on existing foundations to push for more complementary cooperation to expand regional cooperation.

China and Pakistan have jointly promoted the China-Pakistan Economic Corridor as one of the important projects in building the Belt and Road, triggering rising investments.

Due to rising worker salaries, China has gradually lost its advantage in labor costs, with a large volume of labor-industries destined to gradually move out of the nation. While Africa, which has a population of over one billion, will be the only place in the world that can receive China's huge labor-intensive industry, especially as the average per capita salary in African countries is only about one-fifth to one-tenth of China's.

Jokowi Pleased With Asian-African Conference Results

Jakarta. President Joko Widodo on Thursday closed the Jakarta leg of meetings of the Asian-African Conference as delegates head to Bandung for the closing ceremony on Friday.

At least 90 countries from the two continents have worked together to formulate three important documents: the Bandung Message; the Declaration on Reinvigorating the New Asian-African Strategic Partnership; and the Declaration on Palestine.

On Thursday, Joko officially authorized the documents as the outcome of the 60th commemoration of the high-level conference.

“I believe that the concepts that have been produced will reflect the Bandung Spirit and the interests of every country,” he said.

“I, therefore, would like to express my appreciation for the enthusiasm and the commitment of your majesties and excellencies, and of all parties involved in the formulation of the outcome documents and in the convening of this summit,” Joko said before the delegates at the Jakarta Convention Center.

He urged the world to listen to the voices and decisions made during the conference, saying the summit was one of the largest intergovernmental forums outside the framework of the United Nations, in which Asian and African countries, as well as a number of international observers, take part.

“The voices in the summit represent the voices of Asia and Africa,” Joko said.

He added that participating countries had also agreed to reinvigorate the core ideas of the South-South movement, namely prosperity, solidarity and stability of Asian and African nations.

“We have agreed to establish a network of peace-keeping centers in the two regions, to facilitate capacity-building cooperation,” Joko said.

The conference condemned acts of extremism and terrorism in the name of religion and resolved to promote dialogue between cultures and faiths, he said. The summit also agreed to foster trade and investment as the engine of growth.

“In this regard, we will pursue a fair, multilateral trading system, which is pro-growth and inclusive; which would contribute to growth, investment and job opportunities; and which promotes sustainable development,” Joko said.

He highlighted the Asian and African countries’ recognition of the centrality of the maritime sector as well as the strategic importance of the Indian Ocean in bridging the economic development of the two continents.

“In this regard, maritime cooperation will become one of the pillars of the New Asian-African Strategic Partnership,” the president said.

“I will work hard with all of you to ensure the materialization of the strategic partnership. I will also strive, with your support, for the prosperity, equality and stability of all Asian and African countries,” he said, ending his remarks.

Zimbabwe’s President Robert Mugabe, co-chair of the day’s forum, said the three documents captured the ideas and visions of where Asian and African nations would lead in the future through the Bandung Spirit.

“This was a very successful meeting … There is no doubt therefore that this summit will be historic,” he said.

Joko also announced several other outcomes from the conference.

“I’m very glad to announce that we’ve established April 24 as Asia-Africa Day; reinforced Bandung as the city of Asian-African solidarity; and more importantly, the opening of the Asia Africa Center in Indonesia,” Joko told reporters.

Indonesian Foreign Minister Retno L.P. Marsudi said her office, which organized the conference, had not yet decided where the center would be  located.

She said the countries would have another meeting to plan the venture.

“What we have prepared are the programs that will be run under the Asia Africa Center and also the modalities,” Retno said.

The United States, which attended the conference as an observer, praised Indonesia, saying it had long been a champion for peace and cooperation on the international stage.

“Very notably, however, over the past 17 years Indonesia also has become a model of democratic transformation, religious pluralism and tolerance, and economic development,” said Robert O. Blake, Jr., the US ambassador to Indonesia, who led his country’s delegation at the conference.

“It is now home to the world’s largest democracy after India and the United States,” he added.

He said that as a fellow democracy, the United States shared Indonesia’s respect for fundamental human rights — the first of 10 principles extolled by the original Bandung Conference in 1955.

“It is our hope that the countries attending this conference in 2015 will leave Bandung inspired by Indonesia’s commitment to a political system based on the consent of the governed, rule of law, and respect for human rights,” Blake said. “Countries whose policies respect and reflect these rights are far more likely to be more peaceful and more prosperous.”

The United States, the ambassador said, was fully committed to partnering with countries in Asia and Africa to advance cooperation and address shared challenges together.

The United States has been increasingly involved in Asia and the Pacific.

US President Barack Obama’s strategic decision to rebalance US efforts and resources toward the Asia-Pacific region is an example of how vital the region is to Washington’s interests.

Many, however, see the renewed US engagement in Asia as an attempt to counterbalance  China’s growing clout in the region.

“Our expanding engagement with Asia is about sustaining progress and stability in a region relatively free of conflict — a region where democracy increasingly has taken hold,” Blake said.

“Our rebalance provides for a win-win scenario in which every country in the region, including China, contributes to the continuation of decades of peace and stability.”

He added that beyond Bandung, challenges remained, including combating climate change, stopping the spread of infectious diseases, strengthening good governance, and countering violent ideologies and terrorism.

“The United States looks forward to cooperating with Indonesia and other countries represented at this conference to overcome these challenges,” Blake said.
